PROCEDURE FOR DOWNGRADING OF STUDENT VISA (9f)
Attention: All International Students using Student Visa
Pursuant to Section 6 of the Immigration Circular No. SBM 2015-007(Prescribing the Comprehensive Rules and Guidelines on Student Visa Under Section 9F of Commonwealth Act No. 613, As Amended in Relation to Executive Order No. 285, Series of 200), the following are the guidelines for the downgrading of student visa to tourist visa:
WHO ARE REQUIRED TO DOWNGRADE?
Foreign student’s student visa must be downgraded to Temporary VisitorsVisa (TVV) upon confirmation that he/she:
- Graduated or finished the course of study in the school for which he/she is admitted;
- Failed to satisfy the grading and scholastic requirements of the admitting school;
- Failed to timely extend his/her Student Visa; or has
- Expired Student Visa

Two ways to secure your Clearance for Confirmation of Enrollment:

- BEFORE or AFTER the Scheduled Confirmation Period (recommended):
Proceed to International Center at St. Joseph Building, Room 207 to submit your requirements (please refer to A, B, or C below) and get your *Clearance for Confirmation.

- DURING the Scheduled Confirmation Period:
Proceed to the assigned venue at the Henry Sy Sr. Hall to submit your requirements (please refer to A, B, or C below) and get your *Clearance for Confirmation.
*Important notes:
- The Clearance for Confirmation is a form or a slip issued by the International Center to new international students who have submitted the complete visa requirements. Students with INCOMPLETE visa requirements will not be issued a Clearance for Confirmation.
- The Confirmation Period is the schedule given by the Office of Admissions and Scholarships (OAS) when the international students should go to De La Salle University to submit all the requirements for Enrollment.
- The Enrollment Period is different from Confirmation Period. A student cannot enroll without going through and finishing the process of Confirmation.
De La Salle University (DLSU) considers all non-Filipinos as INTERNATIONAL STUDENTS. Before they are admitted to their program/degree, they must have a valid visa for study. Here is the link for the “List of Valid Visa Accepted at DLSU”

- For international students who will use a Special Study Permit (SSP) or Student Visa, the International Center will handle the processing at the Bureau of Immigration. The international student needs to submit his/her Student Visa or SSP application documents and requirements (please refer to this link:
/wp-content/uploads/2018/09/visa-conversion-process.pdf ) during the Confirmation Period before they can get the Clearance for Confirmation. Make sure to accomplish and submit also the Personal Data Sheet for international students. Download here.

The international student needs to submit his/her Student Visa or SSP application documents and requirements (please refer to this link:

- For international students who will use other visa types (not SSP nor Student Visa), submit the following documents in order to get the Clearance for Confirmation:

- Photocopy of the following (bring original for verification purposes):
- Latest Visa / Visa stamp on passport;
- Passport Bio-page and stamps of latest departure and arrival in the Philippines;
- ACR I-Card (front and back) / SRRV Card / SIRV Card (whichever is applicable);
- Receipt of Annual Report for the current year

Extension of Student Visa
International Students (IS) who are holding already holding a 9(F) Student Visa must apply for student visa extension two months before the date of the expiration of student visa. The DLSU ID of international students whose student visa is expiring on any day during the current term will be tagged.

- Consolidated General Application Form (CGAF) with original 2×2 picture (with white background. Scanned pictures not allowed)
- Original Passport (with Tourist/Travel Visa valid for at least two months)
- Photocopy of ACR I-Card (front and back)
- Certificate of Enrollment for the current term (to be processed by IC)
- IC will check all documents for completeness and accuracy.
- When all documents are complete, IC will issue a payment slip.
- Pay the SSP fee at the DLSU Accounting Office, located at LS Building, Room 118.
- After payment, submit the photocopy or the yellow Official Receipt (O.R.) to IC.
- Claim your SSP and Passport and ACR I-Card (if applicable) at the IC after at least 3 weeks.

PIFUA’s 47th Annual Search for the Three Most Outstanding International Students in the Philippines for Academic Year 2016-2017
Objectives of the Search
The Search for the Three Most Outstanding International Students in the Philippines is an annual activity of the PIFUA. The Search has the following objectives:
- To focus community interest on the presence of international students in the Philippines;
- To identify leadership potentials and capabilities among international students;
- To encourage social consciousness among international students;
- To promote international friendship through friendly concern for the welfare of the international students; and
- To motivate international students to attain quality scholastic performance.
QUALIFICATIONS of Nominee
Nominees must –
- Be undergraduate international students enrolled in a degree program from a public or private college or university in the Philippines authorized to accept international students;
- Have finished their secondary education from a school outside the Philippines;
- Not have previously earned a bachelor’s degree;
- Not be over 30 years old at the time of the nomination;
- Have undergone at least two semesters of studies in the Philippines prior to the date of nomination;
- Be enrolled during the duration of the Search until the time of proclamation;
- Must be holders of valid passports with any of the following visas – 9(f), 9(e), 9(g) or 47(a)(2). Permanent residents (under Section 13 of the Philippine Immigration Act of 1940, as amended) and balikbayans are not qualified.
CRITERIA and School-Level Preliminary Screening
The school nominee shall be selected from among the international students in the University by a school screening committee composed of faculty members, the international student adviser, guidance counselors and/or the registrar, on the basis of the following criteria — (1) academic excellence, (2) leadership qualities, (3) school and community involvement, and (4) adjustment to the Philippines.

Parangal para sa dayuhang mag-aaral na buong loob na tinatanggap ang iba’t ibang kultura habang dala dala ang pagiging isang Lasalyano.

Br. Blimond Pierre FSC or Pierre Eilenbecker, the founding director of De La Salle College was a polyglot; besides his native French (from the Grand Duchy of Luxembourg), he had mastered English and Spanish and was fluent in three other modern languages, besides having studied Latin and Greek. He earlier founded a Spanish-English school in San Juan Puerto Rico, in 1905. Undoubtedly, it was his administrative ability, his gift for languages, and his pioneering spirit which motivated his superiors to send him for another pioneering venture in founding the school in Manila, Philippines in 1911. Brother Blimond Pierre, FSC exemplified the ideal of the Christian gentleman in his Old World manners, his kindness and his graciousness, and his scholarliness. Close to 50 of his students in the United States of America entered the priesthood.
The Br. Blimond Pierre FSC award is given to international students who exemplify Lasallian character while promoting an attitude of openness to the world and demonstrating awareness, understanding and appreciation of diverse cultures.

Qualifications:

Important Reminder to All International Students
The International Center is in the process of updating the records of all international students (IS) enrolled at De La Salle University. The Philippine Bureau of Immigration (BI) and the Commission on Higher Education (CHED) require these documents to be filed and updated at all times, as these papers are necessary for monitoring IS. Subsequently, a regular report will be generated and submitted by our office to the government agencies concerned.
Please visit the International Center at SJ Building Room 207 to update/submit your documents as follows:
- Visa Copy (first issuance)
- Visa Extension (if applicable)
- Alien Certificate of Registration or (ACR) I-Card
- Passport Validity (pages where you have your picture and details, and the latest visa stamp)
- Annual Report Receipt for 2009
- Special Study Permit (SSP) (for Audit students and those under 18 years old)
- SRRV or SIRV Card (for those using Special Retirees Visa or Special Investors Visa)
- Certificate of Recognition as a Filipino (for Dual Citizens)
- Updated International Student Personal Data Sheet, which can be downloaded here.
Please note the procedures to follow:
- Submit photocopies (but bring original documents for verification purposes) during office hours at SJ Building, Room 207. Look for Ms. Ohda Caballero (International CenterCoordinator) or Ms. Ella (Secretary).
- Initially, the DLSU ID of those IS who will not be able to submit nor update their documents will be temporarily regulated/invalidated pending submission of documents.
- Enrollment for the succeeding term will be put on hold for those IS who will not be able to submit nor update their documents.
- An updated list of IS who have not completed their requirements will be given to the colleges and the Office of the University Registrar for their information and action.

Viewing IS Visa Status
Availability of Access to Check Visa Status (For IS) at the DLSU Gmail
We are happy to inform all our international students that you may now check your visa status using your DLSU Gmail.
Here is how:
-
- Log in to your DLSU Gmail account;
- In the MAIN menu on the left panel, under STUDENT PROFILE, click “View Visa Status (For IS);
- If you are not an international student, a pop out that says “You are not an intentional student” will appear on the screen;
- If you are an international student, a screen will appear showing the details of your visa status.
- If your visa or ACR I-Card is expired, visit the International Center as soon as possible for updating.
Please take note of the following:

- Regularly update / submit your visa and I-Card at the International Center.
- Initially, the DLSU ID of international students who fail to either submit or update their documents will be invalidated and enrolment for the succeeding term is put on hold.
- Cancellation of enrolment is done if the international student fails to submit the required visa during the current term. The Bureau of Immigration penalizes schools and students for non-compliance of immigration laws pertaining to the stay and study of foreign students in the Philippines (ref: E.O. 285)
- Furthermore, the International Center, under the Office of the Executive Director for External Relations & Internationalization, is the unit responsible for processing the Student Visa Conversion/Extension and Special Study Permit of DLSU international students.
- Finally, the University evaluates and decides on the enrollment of students/applicants based on visa requirements for study.

You can now request your Letter of Acceptance or Certificate of Enrollment from the International Center by using your e-mail! Here’s how:
Step 1: Create an e-mail message with the subject VISA EXTENSION
Step 2: Write your FULL NAME, DEGREE/PROGRAM, ID NUMBER and the Expiry Date of your current student visa
Step 3: Send to [email protected]
Step 4: You will receive an e-mail reply with the forms that you need for the extension of your visa and the date when you can claim your Letter of Acceptance/Certificate of Enrollment. Processing period is five (5) days.
