Evaluation of E-waste Management System in the Philippines Using Ahp-swot Method: a Case Study on Mobile Phone Take-back Scheme (2013-2014)

Abstract:
-“This paper presents the use of Analytic Hierarchy Process-SWOT (Strength, Weakness, Opportunity and Threat) as potential management tool in decision making for the evaluation of e-waste management system in the Philippines, particularly in the case of mobile phone take-back scheme. The evaluation of the process started with background analysis of the current state of End-of-Life (EOL) mobile phones in the Philippines and with face to face interview with key informants coming from the government sector, mobile phone manufacturers, recycling centers, academe and mobile phone consumers. With the use of quantitative method such as AHP, the SWOT can be improved as a tool for strategic planning. In this study, the SWOT factors were identified. Results from the AHP-SWOT analysis show that in the Strength group, priority should be ’Setting a standard for mobile phone industry if take-back scheme will be implemented’, from the Weakness group is ‘Educating the people with the proper disposal of e-waste particularly for End of Life mobile phones’, from the Opportunity group, ‘Strengthen regulation from the government’ and lastly from the Threat group, prioritize the ‘Improper disposal of End of Life mobile phones by users, second hand shops and repair shops’. Concluding this study, the highest factor that should be prioritized among the SWOT group comes from the Weakness group which focuses more on educating the consumers on the proper disposal of their mobile phones. This study demonstrates that this kind of management tool can rank these factors according to its importance when it comes to issues of concern.”
