Proposed Election Rule
Resolution for Adoptation in the General Assembly, Febuary 15, 2014

- QUALIFICATIONS OF CANDIDATES AND MEMBERS. Qualifications of candidates shall be in accordance with law and by-laws. Nominee shall be members in good standing (MIGS). Only MIGS as determined by the board may vote.

- NOMINATIONS. Nominations shall be announced at least two months from the date of the annual general assembly (AGA) and shall be closed twenty days prior to the (AGA).

- POSTING OF LIST OF CANDIDATES. The Official List of Candidates shall be posted in the intranet at least fifteen (15) days prior the AGA or in a special assembly where a special election is to be held. This shall also be printed in Tarpaulins and posted in strategic places in all campuses.

- CANDIDATES RESUME, PICTURE AND INTENT. Each candidate shall submit a one page (A4 or 8 ½”x11” size) with picture (2 in. x 2 in.) for inclusion in the posting of candidates. Contents shall be the candidates’ resume and a brief statement on what he/she intends to do if elected (optional).

- REGISTRATION OF VOTERS AND DISTRIBUTION OF BALLOTS. The registration process shall be the same registration that the Secretariat will have. In this registration, the official ballot form will be given to each registrant. Each official ballot shall be in a shape of a strip with detachable stub bearing’s the voter’s control number with proper authentication at the back of the ballot by ELECOM members. Printed in the ballot are the vacant positions.

- CASTING OF VOTES. Since there is no nomination on the floor and the list of candidates with pictures and resumes have been circulated two weeks prior to the AGA, the Elecom shall be authorized to allow the casting of votes immediately after registration, provided that the counting will be done only if there is a declaration of quorum. One member may cast and drop only his ballot and not the ballot of others in the ballot box. Proxy voting are not allowed.

- CLOSE OF VOTING AND CANVASSING OF VOTES. The voting shall be closed once the reports of the board, officers and committees have been acted upon by the assembly. The actual time of closing shall be announced at least thirty minutes before closing. Canvassing shall be done in full view of members interested to watch the proceedings.

- UNCONTESTED POSITIONS. Candidates for uncontested positions may already be declared winners provided the Elecom canvassed at least 50 votes per candidate they garnered for record purposes.

- PROTEST. Only the official candidate shall file a protest. Protest after the canvass shall be filed within the day with the Secretary of the cooperative and ELECOM. If given due course the Elecom shall decide the protest within three days from receipt unless the position contested involves the Elecom, in which case the same shall be decided by the board. If the Elecom decides the protest, the aggrieved party has three days from receipt of the copy of the decision to appeal to the Board. The decision of the board shall be final and executory. No motion for reconsideration shall be allowed. The results of the election that are not contested shall be submitted to the presiding officer.

- SUBMISSION OF ELECTION RESULTS. The Elecom shall submit the results of the election to the presiding officer who shall then ask the members if there are any objections to the results
- PROCLAMATION OF THE WINNERS. If there is no objection to the results, the Elecom shall proclaim the winners.
THE ELECOM MET AND DISCUSSED THE PROPOSED ELECTION RULES LAST MONDAY, JANUARY 27, 2014. RESPECTFULLY SUBMITTED TO THE BOARD FOR CONSIDERATION AND APPROVAL AND SUBMISSION FOR ADOPTION AND APPROVAL BY THE GENERAL ASSEMBLY, FEBRUARY 15, 2014.
