DLSU University Fellow Appointed First Scientist-in-Residence
 University Fellow Dr. Exaltacion E. Lamberte has been appointed as the first Scientist-in-Residence by DLSU President Br. Raymundo Suplido, FSC through Vice Chancellor for Research and Innovation Dr. Raymond Girard R. Tan. She will be based at the Social Development Research Center.
As an independent consultant, Dr. Lamberte is primarily tasked to assist in honing the research skills of faculty research fellows and of graduate students who are collaborating with Research Fellows implementing SDRC-based researches. Other responsibilities include 1) the creation of research programs and innovative interdisciplinary endeavors; 2) collaborating with faculty research fellows in production of publications and acting as a consultant/adviser/reviewer of research outputs; and 3) research and project development initiatives. Dr. Lamberte completed her PhD in Sociology at the University of the Philippines- Diliman and pursued a Post-doctoral Fellowship Study on Public Policy at the Belfer Center for Science and International Affairs, Kennedy School of Government, Harvard University. She retired as Full Professor of Sociology and Health Social Science at DLSU’s Behavioral Sciences Department in January 2012. During her 35 years of service at the University, she occupied research-related administrative positions including Director of the University Research Coordination Office (URCO), Director of SDRC, and lastly Dean of the College of Liberal Arts. She was also the Founding Editor of the Asia-Pacific Social Science Review, a regional social science journal. Being a University Fellow, retirement from full-time engagement did not stop her from continuously engaging in University functions such as research and teaching. She has worked with international and national organizations either as consultant or principal investigator, including the World Health Organization (WHO)-Geneva on a study on the state of Philippine hospitals; the WHO-Western Pacific Region for research on health systems development and local health system performance assessment; the East Asian Development Network for a study on poverty and social protection; the Global Health Research Forum for a global study on mental health research capacity in the Western Pacific Region; UNICEF-Manila for studies on street children in Metro Manila and an assessment of the Family and Child Welfare System in the Philippines; USAID-Manila on market segmentation and for operations researches on quality assurance in local health systems; the Department of Health for quality care in health facilities, for capacity building and indicators development for assessing quality care in hospitals; and the Department of Social Welfare and Development for studies on street children and their families; and developing a monitoring and evaluation framework for children’s well-being. For the past three years, she has worked with the Department of Science and Technology-Philippine Council for Health Research and Development on a continuing study on the 2013 Super Typhoon Yolanda, a Mega-Disaster that struck Visayas region. Her recent publications are Rethinking Perspectives, Practices: Thriving, Moving Out of Poverty; Scarcity and Inequity in Mental Health Researches in Low-and-Middle Income Countries and Mental Health Research Priorities in Low- and Middle Income Countries of Africa, Asia and Latin America and the Caribbean, as co-author; and Environment and Health, a DLSU Centennial Book, as editor. Dr. Lamberte’s areas of specialization are in Social Development and Social Protection; Disasters Extreme Events and Disaster Risks Reduction; Local Health Systems Development; Children and Youth Studies; Urban Poverty; Family Health; and Program Monitoring and Evaluation Research. |
