Jerome is a licensed civil engineer and the Head of Project Management Office at EEI. He has extensive experience in different phases of the project lifecycle – from project development, delivery and construction, and operations of various infrastructure projects such as airports, railways, highways, and railways.

Jerome has a track record of delivering large scale transport infrastructure projects in the Philippines, including Cavitex-Calax Link Expressway, the approval of the NAIA business case (as commercial advisor), TPLEX, Skyway Stage 3, LRT Line 2 Extension, MRT7, and LRT1 Cavite Extension and O&M, where he accumulated significant experience in infrastructure strategy, project planning, delivery, and governance. His experience extends to project development and delivery including feasibility studies, technical advisory, project implementation, and contract management.

He is a member of the American Society of Civil Engineers, Philippine Institute of Civil Engineers, Project Management Institute, Society of Construction Law Philippines, and a former Philippine Chapter President of the Philippine Institute of Certified Quantity Surveyors.
