Fr Arsenio “Arsie” A Lumiqued Jr MSC, Ph.D., RGC is a Missionary of the Sacred Heart (MSC), a registered guidance counselor (R.G.C.), and a board member of the Philippine Guidance and Counseling Association (PGCA). He is a marital and family counselor and certified clinical &  counseling supervisor. He is a member of the counseling psychology division advisory council on practice, research, and training (CoDAC-PRT) of the Psychological Association of the Philippines. In 2023, he was awarded the Outstanding Professional in Guidance and Counseling by the Professional Regulations Commission (PRC).

Fr Arsie is a senior faculty member and a marital & family counselor at the RMT-Center for Family Ministries (RMT-CeFaM) and teaches for the Doctorate in Ministries on Pastoral Counseling (DMin) of Loyola School of Theology, Ateneo de Manila University. He is also a faculty member for the straight PhD program in Formative Counseling and Spiritual Accompaniment at De La Salle University, Taft, Manila. He also does counseling for the St. Arnoldus Center for Integral Development (SACID) and the National Center for Mental Health-Wellness Center of the Department of Health.

He trained in Cognitive Behavior Therapy at the Beck Institute in Philadelphia, USA, under Dr. Judith Beck and Dr. Aaron Beck. He finished his academic requirements for a Ph.D. in Counseling Psychology at De La Salle University, post-graduate studies on Human potential development at the University of the Philippines, a Ph.D. in Educational Management from Angeles University, a Professional Diploma in Family Ministries from RMT-Center for Family Ministries, a Bacalaureate & M.A. in Sacred Theology from the Loyola School of Theology, Ateneo de Manila University, and AB in Philosophy from the University of San Carlos.
