Dr. Lessandro Estelito O. Garciano is a Full Professor and former Chair of the Department of Civil Engineering. He obtained his MSc in Civil Engineering (Struct Eng’g) from DLSU and M. Eng. and D. Eng. degrees from now Tokyo City University. His research interests include operationalizing resilience of water distribution networks (WDNs), wind, earthquake and flood hazard mapping, structural reliability theory, site response analysis (SRA) of important facilities, operational Modal Analysis (OMA), multi-hazard evaluation of historical structures, seismic resilience of schools, hospitals and lifelines and structural use and mechanical characterization of local bamboo species. Currently he is the President of the Association of Structural Engineers of the Philippines (ASEP) and a Director of PICE Makati Chapter with affiliation in local and international societies as follows:
– American Society of Civil Engineers (ASCE)
– International Association of Engineers (IAENG)
– International Scientific Committee on the Analysis and Restoration of Structures of Architectural Heritage (ISCARSAH)
– International Council for Monuments and Sites (ICOMOS)
– National Research Council of the Philippines (NRCP)
– Philippine Institute of Civil Engineers (PICE)

As a member of the ASEP Loads and Actions Committee of the National Structural Code of the Philippines (NSCP), Dr. Garciano helped develop the new wind contour maps of NSCP 2015. He is Chair of ASEP’s Structural Bamboo Committee, Research and Development Committee and Lifeline Structures Committee.
