Raffy currently serves as a Deputy Team Leader and Urban and Environmental Planning Specialist for the Regulatory Reform Support Program for National Development (RESPOND), a project being implemented by the United States Agency for International Development (USAID) and UP Public Administration Research and Extension Services Foundation, Inc. (UPPAF).
He is a member of Transportation Science Society of the Philippines (TSSP), Philippine Institute of Environmental Planners (PIEP), Planning and Development Research Foundation, Inc. (PLANADES), and a research fellow of the Development Academy of the Philippines (DAP).
