Documentation and Development of the Manual of Operations (MoP) for the Registry of Barangay Inhabitants and Migrants (RBIM)

The Registry of Barangay Inhabitants and Migrants (RBIM), formerly known as the Local Migration Information System, was introduced by POPCOM in 2017 with the goal of tracking internal movements of people from one barangay/municipality to another. Several local government units have participated in the pilot stage of the RBIM implementation. However, experiences of these LGUs with regard to the use of the database system are yet to be documented.

The overall objective of this consultancy is to develop a Manual of Operations (MoP) for the establishment, administration, and management of the Registry of Barangay Inhabitants and Migrants. To achieve this overall objective, the following specific objectives will be accomplished: Documenting experiences including best practices of RBIM barangay users in relation to the database’s software and hardware elements; understanding the challenges and issues related to the establishment, administration and management of the RBIM; exploring factors that facilitate or inhibit the establishment, administration, and management of the RBIM; identifying what improvements are needed to make the establishment, administration, and management of the RBIM more friendly to both current and prospective users; and assessing samples of anonymized RBIM of select pilot sites to identify common issues in the management of the database, including data accuracy and data completeness.
