March 25, 2026Justice Antonio Carpio, chair of the Institute for Maritime and Ocean Affairs and of 1Sambayan, was featured in the learning session titled “The Failure/Future of the Rules-Based Order” last March 11 at the American Corner Manila, on the 14 floor of the DLSU Henry Sy Sr. Hall.
Rappler reporter Bea Cupin also joined the discussion, sharing her insights from the field, particularly on how Southeast Asian states organize themselves to support or challenge the Rules-Based Order.
Hosted by the DLSU Libraries – American Corner Manila in partnership with the DLSU International Studies Department, the learning session examined the significance and continuing viability of the post 1945 Rules-Based Order in a time of geopolitical tensions, shifting power configurations, and renewed debates on multilateralism.
It explored how the Rules Based Order emerged in the aftermath of the Second World War, how it has evolved through layered negotiations among states, and how it continues to be sustained and contested by actors from both the Global North and Global South.
The event formed part of the America 250 Program of the DLSU Libraries’ American Corner Manila, which commemorates 250 years of United States independence while highlighting contributions to innovation, education, and culture.
In line with this initiative, the session promoted a balanced and analytically grounded conversation on the evolution of global governance, recognizing that the Rules Based Order is historically layered, negotiated through multilateralism, and shaped by the participation of states across regions.
Alexia Sunaz, lecturer from the Department of International Studies, moderated the event.
