In 2018, our undergraduate programs in business, computer science, economics, education, liberal arts, and sciences achieved reaccreditation from the Philippine Accrediting Association of Schools, Colleges, and Universities (PAASCU) and were subsequently granted Level IV status by the Federation of Accrediting Agencies of the Philippines (FAAP).

This year, we are preparing for another reaccreditation process, which will include a formal on-site visit scheduled for 17-18 November 2025, as well as a formal survey of the Bachelor of Science in Information Technology (BS-IT) and Bachelor of Science in Information Systems (BS-IS) programs.

An executive committee chaired by Dr. Fernando Santiago, Jr. is currently engaged in the preparation of the University’s Self-Survey Report (SSR) for submission in September. The committee is composed of the following members:

I am pleased to announce the successful completion of DLSU’s Institutional Reassessment by the ASEAN University Network (AUN-QA).

Their site visit last November has yielded a report citing DLSU’s strengths across 15 criteria, most notably in Leadership and Strategy, Financial and Physical Resources, Quality Assurance System, and Financial and Market Results. As ever, these are paired with recommendations for our continuous improvement as an institution.

I would like to thank all who contributed to this successful reassessment: the AUN-QA Assessor Team, led by Prof. Dr. Satria Bijaksana of the Institut Teknologi Bandung; our Trustees, University Fellows, administrators, faculty, students, support staff, alumni, and external partners who contributed valuable feedback and insights throughout. Thank you to the staff of the Strategic Management and Quality Assurance Office (SMQA), and to the team of Dr. Wyona Patalinghug, Dr. Kimberley Migallos, Dr. Julita Robles, and Dr. Gerardo Largoza that oversaw preparations of DLSU’s Self-Assessment Report (SAR).

Subject: AUN-QA Institutional Assessment and ABET Accreditation Visits

On 4-8 November 2024, a team of assessors and an observer from member universities of the ASEAN University Network (AUN) will conduct the 12th AUN-QA Institutional Assessment in DLSU, Manila. It shall be our second Institutional Assessment, after an initial visit in 2017.

The team consists of fellow academics from the Institut Teknologi Bandung, King Mongkut’s University of Technology, Universiti Kebangsaan Malaysia, Universiti Sains Malaysia, and the National University of Singapore. The team will be led by Prof. Dr. Satria Bijaksana, AUN-QA Deputy Chairperson. They will assess the University’s Strategic and Systemic quality assurance systems following Ver. 2.0 of the AUN-QA Framework for Institutional Assessment.

Soon after, on 17-19 November, 2024, a team of ten accreditors from the Accreditation Board for Engineering and Technology (ABET) led by Dr. Gerald Thomas of the Milwaukee School of Engineering will visit our Gokongwei College of Engineering for program re-accreditation.

Some of us may be invited to interviews or group meetings. Please make yourselves available for these visits. Our decision to undergo AUN-QA Institutional Assessment and ABET accreditation is part of our commitment to continuously improve education at DLSU and ensure we remain at par with international standards.

In 2017, DLSU became the first recipient of the ASEAN University Network (AUN-QA)’s quality mark at the institutional level. This year, we are submitting ourselves for reassessment, with the formal on-site visit scheduled this 4-8 November.

A team led by Dr. Gerardo Largoza of SMQA, Dr. Wyona Patalinghug, Dr. Julita Robles, and Dr. Kimberley Migallos is preparing the University’s Self-Assessment Report (SAR) for submission in August.

Subject: Major Curriculum Review

It has been five years since the University had a major revision of its undergraduate curricula, responding to the K12 reform in the Philippine education system. With the first cohort of the 2018 curriculum having completed their degree programs, all departments are enjoined to conduct a major review of their undergraduate curricula, following the university’s outcomes-based quality framework, and taking into consideration the following:

1. The Expected Lasallian Graduate Attributes version 2.0;
2. Conduct of hybrid learning;
3. A crediting system prescribing a 2.5 workhour equivalent for each lecture unit. Unit allocation for thesis and practicum courses should adhere to the said equivalency, and their assessment formula adjusted to avoid inflating the cost of taking these courses;
4. Providing avenues for interdisciplinarity, including for thesis projects;
5. Arrangements for possible international mobility;
6. Emerging trends in the respective and related fields, benchmarking with universities abroad;
7. Outcomes of the current program;
8. Stakeholder feedback and requirements

Departments are encouraged to document the process as these will be needed for upcoming AUN-QA assessments and PAASCU, ABET, AACSB accreditations.

I am pleased to announce the following accreditation results recently communicated to us by the PAASCU Board of Trustees:

Five-year accreditation for our Master of Business Administration, Doctor of Business Administration, Chemical Engineering, Civil Engineering, Electronics Engineering, Industrial Engineering, and Manufacturing Engineering Management programs, all valid until May 2027.

Initial three-year accreditation for our MS in Accountancy, MS in Entrepreneurship, MS in Financial Engineering, MS in Computational Finance, MS in Industrial Relations and Management, MS in Marketing, Master in Marketing Communications, and Ph.D in Business programs, valid until May 2025.

Re-accreditation for our Mechanical Engineering program has been deferred pending upcoming board exam results.

Our Computer Engineering program has also been declared eligible to apply for a Formal Survey one year after receiving the PAASCU report.

The Gokongwei College of Engineering will undergo ABET accreditation from October 28-30, 2018. In the field of engineering, the Accreditation Board of Engineering and Technology (ABET) accreditation provides assurance that the program meets the quality standards established by the profession. This non-profit organization is based in the US and is run by professional organizations. The focus of ABET is not on compliance but on continuous improvement.

During the visit some of the Program Evaluators (PEVs) will visit engineering classes. Please do not transfer rooms or change time of class. For faculty members handling these classes, kindly reserve a seat near the door and provide a copy of the course syllabus. There is no need to recognize the presence of the evaluator when they enter the room. Simply continue teaching in the manner by which you usually conduct the class.

Subject: AUN Institutional Assessment Result

Two months after its 13–17 March formal visit, a team of six assessors from the ASEAN University Network (AUN) has conferred upon De La Salle University the AUN Quality Mark at the Institutional Level. DLSU is the first university in ASEAN to earn the certification.

The visit culminated a year’s preparation that required DLSU to submit a Self-Assessment Report along with hundreds of documentary exhibits. During the validation visit, six of AUN’s most experienced assessors from Malaysia, Singapore, Indonesia, and Thailand toured the Taft and Laguna campuses, reviewed documents, and interviewed over 300 respondents, from the Brothers, Board of Trustees, President and Chancellor, administrators, to faculty, staff, students, alumni, and employers.

They used the AUN’s framework for Quality Assurance at the Institutional Level. It comprised four key areas: Strategic (overall governance), Systemic (quality assurance systems), Functional (teaching, research, service), and Results (outcomes, including financial and market performance). These four areas were further divided into 25 criteria and 111 sub-criteria. To earn the AUN quality mark, DLSU as an institution had to score at least 4 out of 7 across all four key areas.

We are pleased to report that DLSU was rated 5 (“more than adequate”) in Strategic, Systemic, and Functional areas, and 4 (“adequate”) in Results.

The certificate marks another quality milestone for DLSU: it has announced our standing as a regional-quality university.

Subject: ASEAN University Network Quality Assurance Assessment at Institutional Level

Last week, we opened our doors to a team of distinguished assessors for the ASEAN University Network Quality Assurance Assessment (AUN-QA) of our university at the institutional level. The assessors examined the different aspects of DLSU’s operations–our Vision-Mission and key result areas, strategies and governance, quality assurance systems, core functions of teaching, research, and service, as well as the outcomes of our efforts. The formal results of the assessment will be released after about two months.

I would like to commend the thorough preparation by the Quality Assurance Office headed by Dr. Gerardo Largoza and ably supported by Dr. Wyona Patalinghug (consultant), Ms. Sonia Casabuena, Ms. Christine Lucero, Ms. Lilia Celio, Ms. Michaella Buhain and the writing team composed of Dr. Esperanza Cabrera, Dr. Rechel Arcilla, and Ms. Joy Rabo, for their hard work in collating the data, writing the report, putting up the exhibits, and planning the logistical aspect of the visit.

Subject: ASEAN University Network Quality Assurance Assessment at Institutional Level on March 13–17, 2017

On 13–17 March, six foreign academics will be visiting De La Salle University as assessors to conduct the ASEAN University Network’s Quality Assurance Assessment of DLSU at the Institutional Level. They will examine DLSU’s strategies and governance, quality assurance systems, core functions of teaching, research, and service, and their outcomes.

AUN has conducted over a hundred assessments of degree programs across ASEAN, including 15 at DLSU. But if we are successful, DLSU will be only the second university in the region to receive AUN’s quality mark as an institution.

The Quality Assurance Office shall conduct a briefing on 8 March (Wednesday), 1400–1500, Y508, for administrators, faculty, staff, and students who have been selected for interviews with the AUN assessors. Those who have been pre-selected and received an invitation are encouraged to attend.

Our decision to have our academic programs—and now our entire University—undergo AUN-QA assessment reflects a commitment to continuously improve our programs and place them at par with internationally set standards.

Let us extend our cordial welcome to our AUN visitors (including three members of the AUN staff and three observers) and accord them the assistance they request during the assessment.

The Commission on Higher Education (CHED) has released the list of private higher education institutions (PHEIs) that were granted the autonomous and deregulated status. De La Salle University, together with two other PHEIs, is granted autonomous status for a period of five years from April 1, 2016 to May 31, 2021.

Subject: DLSU Compliance with CHED Minimum Degree Requirement for Faculty

Given the University’s plan to apply for university and autonomous status under CHED CMO 46 Series of 2012, the Academics Council and the Office of National Quality Assurance have been working on the requirements of the CMO. Initial findings show that the University meets all the criteria, except the minimum degree requirement for faculty as specified in Section 35 and Section 36 of CMO 40 Series of 2008 Manual of Regulations for Private Higher Education (MORPHE), and Annex 6, Table 1 of CMO 46 Series of 2012.

To ensure our compliance with the above-mentioned requirements, the President’s Council approved the following policy measures for implementation effective end of Term 3, AY 2013-14:

a. For permanent full-time faculty members without a master’s degree
The faculty members can no longer continue to be members of the teaching faculty roster. The University has given them sufficient time and faculty development support to comply with the requirements of the CMO.

b. For full-time faculty members whose graduate degrees are not allied with their disciplines

• Permanent faculty members will be transferred to the relevant department.
• Probationary faculty members will be transferred to the relevant department if they meet all other requirements of the department; otherwise, their contracts will not be renewed.

c. For part-time faculty members without a master’s degree, with master’s degrees not allied with their disciplines, and those hired under special ranks (e.g., graduates with Latin honors)
The faculty members will not be given teaching load. However, when necessary, they may be given work assignments such as Teaching Assistants or Research Assistants on a case-to-case basis, to be determined by the departments following a master-class or modular format. The Academics Council will prepare the implementing guidelines for this scheme.

De La Salle University’s compliance with the CHED minimum degree requirement for faculty is vital in maintaining our university and autonomous status. I would like to assure the affected faculty members that, whenever possible, they will be absorbed by other departments or units.

The Quality Assurance Office is currently preparing documents for the renewal of DLSU’s autonomous status with the Commission on Higher Education (CHED). In line with this, we would again need much information, including your publications.

As an alternative to having you update your Faculty Information File (FIF), the Vice Chancellor for Research and Innovation suggested that we take advantage of a facility provided by Google Scholar. In this light, may I ask all faculty members (full-time and part-time) to please sign up for a Google Scholar account.

To sign up:

1. Log in to your Google account (your DLSU email account).
2. Go to Google Scholar: http://scholar.google.com.ph/
3. Click MyCitations.
4. Fill in the required fields.
5. Make your account public so other people can browse through your list of publications.

Once you sign up, QA staff will be able to view your profile and access your publication data. If this works, we can do away with the tedious task of updating the publication section of your Faculty Information File.

Subject: PAASCU Accreditation

I am pleased to announce that the Federation of Accrediting Agencies of the Philippines (FAAP) has just granted De La Salle University (1) an institutional accreditation, and (2) Level IV Accreditation for the undergraduate programs in Business, Accountancy, Economics, Education, Liberal Arts, Computer Studies, and Science. These accreditations are follow-throughs to the PAASCU reaccreditation of the seven programs we had earlier this year.

With undergraduate Engineering programs already granted Level IV status last year and earlier this year, 97% of our undergraduate degree offerings are now Level IV.

I would like to thank all those who worked hard to prepare the reports, especially the officers and staff of the Quality Assurance Office, the research and advanced studies directors, and the external directors of all concerned colleges. The support and cooperation of faculty members and staff, who provided information and documents and updated their Faculty Information Form (FIF), are also greatly appreciated.

This bit of good news certainly adds an extra cheer to our Christmas Season—shall we say, a “Maligayang PAASCU”?

I hope that after you re-energize during the holidays, you continue to support our quality assurance efforts, this time for the reaccreditation of the graduate programs of Liberal Arts, Education, and Science, and the preliminary accreditation of our graduate programs in Business Administration. I ask that you give the same effort toward the renewal of our CHED Centers of Excellence status and our CHED autonomous status next year.

Let us continue our tradition of excellence in teaching-learning, research, and community engagement, and improve day by day.
