The Commission on Higher Education (CHED) is the governing body covering both public and private higher education institutions as well as degree-granting programs in all tertiary educational institutions in the Philippines.
In November 2002, a pilot study funded by CHED and conducted by a research team from the DLSU-Angelo King Institute for Economic and Business Studies (DLSU-AKI) has been completed. The research team was composed of Dr. Andrea Santiago, Dr. Cesar Rufino, Prof. Gerardo Largoza, and Ms. Mitzie Ponce, with Dr. Ponciano Intal Jr and Dr. Michael Alba as project leader and adviser respectively. This pilot study entitled "Comprehensive Cost Analysis of Selected Degree Programs for Higher Educational Institutions (NCR Pilot Study)" paves the way for developing a normative financing formula that can be used to determine budget allocations for state universities and colleges. It provides stakeholders in higher education the relevant information needed to answer questions regarding the uses of funds in higher education. The final report of the study was published in June 2003 as part of the DLSU-AKI Working Paper Series.
Bureau of Agricultural Research (DA-BAR)

The Bureau of Agricultural Research (DA-BAR) is the central body of the government for Research and Development system for agriculture and fisheries. It is mandated to ensure that agricultural research is coordinated and undertaken for maximum utility to agriculture. The Bureau is also tasked to tap farmers, farmers' organizations and research institutions especially state colleges and universities in the conduct of research for use of the Department of Agriculture and its clientele. Furthermore, BAR is mandated to orchestrate the National Research and Development System in Agriculture and Fisheries and develop new modalities in R&D.
The DLSU-Angelo King Institute for Economic and Business Studies (DLSU-AKI) is in the process of consolidating the Investment Policy Framework and Indicative Plan for Agriculture and Fisheries Research, Development and Extension under the SEAMO Regional Center for Graduate Study and Research in Agriculture (SEARCA). The project, which is funded by the DA-BAR, is being undertaken by a team headed by DLSU-AKI Executive Director Dr. Ponciano Intal Jr. and composed by different research, development and extension (RDE) networks from several state universities and government agencies.

The International Development Research Centre (IDRC) is a public corporation created by the Parliament of Canada in 1970 to help developing countries use science and technology to find practical, long-term solutions to the social, economic, and environmental problems they face.
In the Philippines, IDRC has made a grant that is currently funding a research project entitled "Development of a Community-Based Monitoring System (CBMS) Network in Asia and Africa" with DLSU-Angelo King Institute for Economic and Business Studies (DLSU-AKI) as the lead research institute on the project. This project is being handled by the Micro Impacts of Macroeconomic Adjustment Policies (MIMAP)-Philippines-Project Management Office, which has been at the forefront of promoting CBMS in the country. The CBMS is intended to play a crucial role in poverty monitoring and aims to assist local government units in needs-identification, policymaking and program implementation. The project runs from October 2002 to September 2004.
Recently, the IDRC has also approved a grant to DLSU-AKI to undertake the research project entitled "Production Networks, Industrial Adjustment, Institutions and Policies, and Regional Cooperation". The overall objective of the research project is to increase knowledge and research capacity around issues relating to regional and national production networks and value chains in the context of adjustment to globalization process, and to utilize the research results for policy advocacy. The project, led by DLSU-AKI Executive Director Dr. Ponciano Intal Jr., runs from December 2003 to May 2005.

The formal establishment of the PASCN by virtue of Administrative Order No. 303 which was issued on 23 November 1996, is the Philippines' response to the APEC Leaders Education Initiative (ALEI). The PASCN's establishment is particularly relevant to one of ALEI's components which calls for the promotion of APEC-related studies and greater exchange of scholars and students among institutions of higher learning in the region.

PIDS is organized as a nonstock, nonprofit government corporation by virtue of Presidential Decree No. 1201. It was established to respond to the critical and growing need for research for planning and policy formulation. In general, PIDS research is envisioned to help government planners and policy-makers in the executive and legislative branches of government. Its primary clientele consists of the network of agencies which make up the National Economic and Development Authority.

The SEAMEO Regional Center for Graduate Study and Research in Agriculture (SEARCA) was established in 1966 by the Southeast Asian Ministers of Education Organization (SEAMEO). It is primarily tasked to help develop high-level human resources in agriculture in the region; to promote, undertake, and coordinate research in agriculture and related areas; and to disseminate the findings of agricultural research and experimentation.
Asia Development Research Forum (ADRF)

In 1997, IDRC brought together a network of Asian policy researchers and national research managers to examine and organize thinking around key regional development challenges. These included: the Asian financial crisis; reforms in social security, ageing and long-term care; agricultural liberalization and food security; and the role of social capital. The Asian Development Research Forum (ADRF) now has 80 members and is guided by a steering committee chaired by the University of Malaysia.
Anthony C. Aguirre Memorial Foundation
The Anthony C. Aguirre Memorial Foundation is involved in academic support and advocacy work. It was established in memory of a gifted Filipino who made his mark in the areas of banking, insurance and real estate management.
The activities of the foundation include the promotion of historical studies, endowment of professorial chairs and scholarships, education of orphans and handicapped children and support for the fine arts. Its advocacy work includes support for cases of victims of injustice, support for movements/campaigns for livelihood, decent wages and better distribution of wealth, the Tandang Sora Awards for Outstanding Women and the Bayaning Pilipino Awards.
The Foundation has always been a partner also of the DLSU-Angelo King Institute for Economic and Business Studies (DLSU-AKI) through the annual holding of the Young Economists Convention (YEC). The Third Young Economists Convention was held last January 23 and 24. The YEC is intended as a "venue for the enrichment of Economics education in the country." Its goals are to promote awareness of economics issues and to develop critical thinking among the youth to enable them to put into practice the economic theories and concepts they have learned in preparation for their roles as the Philippines' future leaders and policymakers. The YEC also recognizes the efforts of students in the field of research by giving out the Anthony Aguirre Memorial Foundation Best Undergraduate Thesis Award. The latest recipient of the award is the entry from the University of the Philippines-Diliman.
Konrad Adenauer Foundation

The Konrad Adenauer Stiftung, more popularly known as Konrad Adenauer Foundation (KAF) in the Philippines, is an independent non-profit German political foundation guided by the principles of the Christian Democratic Movement. The foundation was named after the first Chancellor of the Federal Republic of Germany.
KAF promotes international understanding, as well as development policy operations. Its activities include political education, preparing scientific analyses to serve as a basis for future political action, extending scholarships to gifted students, and researching the history of the Christian Democratic Movement.
The partnership between the DLSU-AKI and KAF began when KAF sponsored the Roundtable Discussions on Increasing Labor Productivity and Improving Industrial Relations in the Philippines in November 2001. KAF has also been actively involved in promoting critical thinking and awareness of economic issues among the youth through its sponsorship of the Young Economists Convention (YEC), an annual event jointly organized by DLSU-AKI, the Anthony Aguirre Memorial Foundation and the Economics Organization (ECONORG) of DLSU-Manila, in coordination with the Junior Philippine Economics Society (JPES). On its third year, the recent YEC was held last January 23 and 24. These activities served to establish a bond between the two institutions, both of which are driven by the commitment to promote the ethos of partnership and shared responsibility between labor and management.
In relation with the upcoming Presidential Elections, DLSU-AKI and KAF has recently completed another joint undertaking through the "Society, Economy and Philippine Development" project. Recognizing the need to provide an overall framework for setting the direction for the country, the partnership of these two institutions has invited a core group of individuals coming from various sectors for the formulation of a proposed "model for Philippine development". A series of discussion meetings among this core group was facilitated (from August to December 2003) wherein the members presented individual papers on selected topics and issues. The outputs of this partnership between DLSU-AKI and KAF include a document outlining the envisioned Philippine development model, policy recommendations for institutional change and a set of guidelines for presidential candidates.
