New CBMS Initiative:Monitoring and Mitigating the Impact on Poverty of the Global Financial Economic Crisis

The CBMS Network is supporting a new initiative entitled “Monitoring and Mitigating the Impact on Poverty of the Global Financial Crisis”. Although the global financial crisis originated in the US and spread to the European Union and some countries in Asia, the developing countries will not escape the adverse consequences. This project, therefore, aims to assess the impact of the crisis on poverty in selected developing countries in Asia, Africa, Latin America and Oceania. The project site in each country would serve as poverty observatories or sentinels for monitoring the impact of the crisis. The impact at the household and community level will be analyzed using data on the different dimensions of poverty obtained from community-based monitoring systems being implemented in these countries. Results of this study are expected to help policymakers in designing the necessary social protection programs, as well as in refining program

PEP-CBMS NETWORK CONDUCTS A POLICY FORUM ON THE IMPACT OF THE GLOBAL FINANCIAL CRISIS LAST 17 FEBRUARY 2009

The PEP-CBMS Network of the De La Salle University (DLSU)-Manila, in collaboration with the Philippine Institute for Development Studies (PIDS) and the Australian Aid for International Development (AusAID), held a policy forum on 17 February 2009 in Makati City, Philippines. The forum, which was participated in by distinguished economists and other technical experts, shall provide a venue for discussing the impact of the global financial crisis. Professor Andrew Michael Spence (a recipient of 2001 Nobel Prize in Economics) and Dr. Randy Spence (Executive Director of the Economic and Social Development Affiliates) shared their insights on the international dimension of the crisis and its potential impact on developing countries. Other prominent economists also shared their views on the possible impact of the crisis on the Philippines. These include Mr. Diwa Gunigundo (Deputy Governor, Bangko Sentral ng Pilipinas) who discussed the financial picture of the impact of the global financial crisis and Dr. Benjamin E. Diokno (Professor, UP School of Economics) who presented the initial macro assessment of the crisis. The potential impact on employment, particularly on Overseas Filipino Workers (OFWs), and some proposed safety nets were also discussed during the conference.

PEP-CBMS Network conducts a Technical Workshop for monitoring the impact of the global financial crisis on poverty last 17-19 February 2009

The PEP-CBMS Network of the De La Salle University (DLSU)-Manila held a technical workshop on 17-19 February 2009 in Makati City, Philippines to discuss how the impact of the global financial crisis on poverty could be monitored using the CBMS methodology. Representatives from several countries in Asia, Africa and Latin America which are implementing CBMS participated during the workshop to map out the framework of analysis and the strategy for monitoring the impact of the crisis.

Special Initiative: Developing and Piloting a Community-based Planning and Budgeting Tool For Local Governance (CBMS-GRB PROJECT)

Background

The CBMS-GRB project aims to develop and pilot test an enhanced Community-Based Monitoring System that takes into account gender issues, facilitates gender responsive budgeting at the local level, and incorporates a planning and budgeting module. This endeavor looks at letting CBMS go beyond data disaggregation and gives ample attention to gender considerations in data analysis, validation and ultimately in utilization of CBMS data for planning and budgeting apart from its other uses for local governance.

In order to let CBMS further facilitate GRB and even mainstream budgeting processes, a number of modifications and enhancements need to be incorporated and strategic partnerships built and strengthened. These include: modification of CBMS data collection instruments, processing, mapping and consolidation modules; adjustments in the standard CBMS methodology to augment its gender budgeting capabilities; training and capacity building; pilot testing of the enhanced system; sharing of experiences; and assessment of the effectiveness of the system in answering data needs of gender responsive budgeting. Through these activities, it is expected that this endeavor will provide substantial information and research significance specifically in government budgeting, gender equality, and gender related poverty among others. This endeavor will also lay the groundwork for future CBMS enhancement activities, as well as in replicating the system in other sites in the Philippines as well as in other countries.

This project is carried out with the aid of a grant from the International Development Research Centre, Ottawa, Canada.

Objectives

The CBMS-GRB Project aims to attain the following objectives:

  • Adapt the existing CBMS to be more sensitive to the needs and situations of different socio-economic groups, taking particular account of gender concerns and issues
  • Build and strengthen civil society participation in the CBMS endeavor by intensifying and civil society involvement in the validation process of CBMS
  • Strengthen CBMS implementation capacities of Pilot LGUs
  • Strengthen CBMS planning and budgeting capabilities
