About the Authors

FILEMON A. URIARTE, JR. is an Academician of the National Academy of Science and Technology and Vice Chairman of TEST Consultants. Inc., as well as a multi-awarded engineer, scientist, and manager. He has served as Regional Adviser in Environmental Management (1981-1991), Special Assistant and Secretary (2001-2003), Principal Officer (2004-2005), and Director of the Information, Communications and Space Technology Division (2005-2006) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). In the ASEAN, Director of the Science and Technology Bureau (1993-1999), Director of the Functional Cooperation Bureau (1993-1999), and Executive Director of the ASEAN Foundation (2008-2011). Dr. Uriarte has also occupied positions in the government, such as Director of the National Institute of Science and Technology (1983-1986), Undersecretary (Deputy Minister) of the Department of Science and Technology under President Corazon Aquino, and as Secretary (Minister) of the Department of Science and Technology and Chairman of the National Information Technology Council (1999-2001). In the field of academics, Dr. Uriarte has served as Director for the Center of Engineering and Sustainable Development Research at De La Salle University and as Chairman of the Department of Chemical Engineering and Vidal A. Tan Professor of Environmental Engineering at the University of the Philippines. He is the author of numerous publications such as a design handbook on Industrial Pollution Control Facilities for Small Electroplating Plants, Solid Waste Management: Principles and Practices (University of the Philippines Press, 2008), Introduction to Knowledge Management (ASEAN Foundation, 2008), Biofuels from Plant Oils (ASEAN Foundation, 2010), and edited publications such as the Asia-Pacific Environmental Outlook (2000) and the Third ASEAN State of the Environment Report (2006).

Before he retired from the University of the Philippines, where he held positions as director of the Center for Policy and Executive Development and the Technology Management Center. JOSE TABBADA taught courses and did research on S&T policy, policy analysis, and economic development. Since retirement, he has been editing and occasionally writing papers for publication in economics journals and has also dabbled in politics and farming. He is also a Senior Research Fellow at the Institute for Strategic and Development Studies, a think tank that specializes in Southeast Asian affairs.

ALVIN B. CULABA is an Academician of the National Academy of Science and Technology. He is also a University Fellow and Professor of Mechanical Engineering at De La Salle University where he is currently the Executive Director for International Relations and Internationalization. He also serves as an Expert Panel Member for Energy and Environment for the Congressional Commission on Science and Technology and Engineering (COMSTE) and was formerly an Energy Adviser to the Secretary of the Philippine Department of Energy. He has received numerous awards for his contributions to the field, such as the Lifetime Achievement Award from the National Research Council of the Philippines (2012) and the Outstanding Science Administrator Award from the Department of Science and Technology (2008).
