DLSU-Manila earns autonomy from CHED

In a recent directive, the Commission on Higher Education (CHED) granted De La Salle University-Manila, among 29 other higher learning institutions, “autonomy and deregulated status.”

CHED Memorandum Order 32, which took effect on September 27, contains implementation rules and regulations of CHED Resolution 151 granting autonomy to deserving private colleges and universities.

DLSU-M Vice President for Academics and Research Brother Andrew Gonzalez, FSC noted that for the University, the most important items in the CHED Order would be the exemption from issuing Special Orders and the privilege to offer new programs and courses at the graduate and undergraduate level without securing permit or authority from CHED.

Another benefit of the CHED Order is the privilege to establish branches or satellite campuses without the prior approval of CHED. However, information regarding the establishment of a new campus should be submitted to the CHED Regional Office where it is to be located.

At the same time, the autonomy allows the University to offer extension classes and distance education courses and programs, and also encourages the school to establish affiliation with recognized foreign higher education institutions in pursuit of international standard of education.

It also provides the University the authority to grant honoris causa (honorary degree) to those deserving, based on the CHED provisions on conferment of honorary degrees.

Its three general criteria for selection are the schools’ establishment of Centers of Excellence and Centers of Development, their record of outstanding overall performance of graduates in the licensure examinations under the Professional Regulation Commission, and their long tradition of integrity and untarnished reputation.

The autonomy granted to the private higher education institutions is effective beginning the second semester of school year 2001-2002.
