Background:

  • The president of the Philippines is facing a further impeachment bid - the fourth - over allegations of corruption and vote-rigging, but the government is predicting it will fail. Opposition groups filed a complaint against Gloria Macapagal Arroyo on Monday, in which they made new allegations of corruption, extra-judicial killings, torture and illegal arrests[1].
  • The first of the impeachment charges were brought against Arroyo in 2005 for vote-tampering. Congress rejected the charges[2].
  • The opposition then tried to impeach Arroyo in 2006 and 2007 -- and Congress dismissed those attempts as well[2].

  • Senator Francis Escudero had been clear that he is pro into impeaching Arroyo[3].
  • Senators yesterday expressed dismay over the decision of the House of Representatives Justice Committee to dismiss the impeachment complaint against President Arroyo on the committee level. Sen. Francis Escudero said: “Nakakalungkot na tulad ng dati, hindi man lang pinayagan mailabas and ebidensya bago man lang mag-botohan (It is disappointing that just like before, they did not allow the evidences to be revealed before making they start on voting).”[3]
Dick Gordon
  • Silent
Gilbert Teodoro
  • As one of the loyalist, Teodoro is silent for the impeachment attempt[4].
  • On the other side of the fence are Arroyo loyalists, including Marcelino Libanan of Eastern Samar and Eduardo Veloso of Leyte. Tarlac Rep. Gilberto Teodoro Jr., the acknowledged leader of the NPC bloc in the House, has been silent on the impeachment issue[4].
Jejomar Binay
  • As part of the opposition, Binay seems pro to impeachment even during 2007 elections[5].
  • He added that the administration candidates from the national to the local level must be held accountable for their actions during the failed impeachment bid against the President and during the attempt to convene a constituent assembly to amend the Charter[5].
Jinggoy Estrada
  • Because also of his father’s pardon granted, Jinggoy appeared to be on Arroyo’s side. In an article, the possibility of an Erap-GMA alliance[6].
  • Also on Thursday, Sen. Jose “Jinggoy” Estrada said he was planning to seek an audience with President Arroyo to personally thank her for the pardon granted to his father[7].
Joker Arroyo
  • Joker Arroyo had no clear statement if he is in favor or not but as of his views, he dares the opposition to do so for he thinks it is a lazy act of them if they are called the opposition and do not impeach GMA[8].
  • Opposition is lazy for not filing impeachment. Independent Sen. Joker Arroyo said this yesterday as he dared the political opposition to file impeachment proceedings against President Gloria Macapagal Arroyo before the House of Representatives. Instead of simply demanding that the President must resign at press conferences, saying its failure to back its demands is "a mark of laziness."[8]
Joseph Estrada
  • Due to his granted pardon from PGMA, Estrada stepped back from impeachment attempt[7].
  • Following Mrs. Arroyo’s move, Estrada distanced himself from opposition calls for Ms Arroyo’s resignation sparked by a series of corruption scandals, including allegations of overpricing and kickbacks in a broadband deal with China and payoffs to politicians purportedly to stave off another impeachment attempt[7].
Kiko Pangilinan
  • Pangilinan was neutral on this issue as he claims no comment or not choosing any side at all[9].
  • Pangilinan opted not to display political partisanship when asked by The STAR to comment on the issue. "It would be best to refrain from commenting on the matter considering that if it reaches the Senate, we will act as senator-judges," he said[9].

Loren Legarda

  • Legarda said that instead of filing impeachment complaints, it would be better for all to focus on how to come up with an effective approach in coping with the current global financial crisis and in fighting the insurgency in Mindanao[10].
  • "Sa dami na ng problema ng ating bansa, kung impeachment complaint rin pa ang ating iisipin, wala na tayo sigurong panahon para 'dyan (With the problems the country is facing, we don't have time to think of the impeachment complaint)," she said in a press conference in Cebu City[10].
Manny Villar
  • Manny Villiar has no direct attempts but it seems he is also favor in doing such[11].
  • If Cynthia Villar has gone for impeachment, then Manny Villar most likely will vote to convict and might bring along Recto, a member of the NP, with him (I consider Recto’s vote, though, as another potential swing vote, and if so, his vote could swing things in the President’s favor)[11].
Mar Roxas
  • Q: How do you think the Senate inquiry would end? Will end with an impeachment complaint against the President? MAR: No. The Senate inquiry itself is unconnected with any kind of impeachment or resignation call. What we want to know is first, what were the anomalies here, who perpetuated them and cases should be filed against them, that's the first. Second, how can we amend our laws para hindi na ulit maulit itong gawain na ito. This is a situation where the stated government policy, first of all, was bidding sa lahat ng bibilhin. Pangalawa BOT. Pangatlo, walang government guarantee. Pang-apat, walang government na utang. Pang-lima, hindi gobyeno ang puwersado na gagamit nito, yun ang stated government policy. Abrakadabra. Kinaumagahan, naging government project ito, government ang gagamit nito, government ang uutang nito, government ang mag-gagarantiya nito at walang bidding ito. Kaya malinaw na malinaw na kahit pa mayroon tayong ODA Law, mayroon tayong Procurement Law, mayroon tayong Anti-Graft and Corrupt Practices Law pero nangyayari pa rin ang mga bagay na ito. Kaya kailangan talagang malaman natin kung ano talagang nangyari dito para hindi na nga maulit ito[12].
Miriam Santiago
  • Miriam Santiago does not have a clear statement of pursuing impeachment but she had sorts of acts accusing other political members for the president’s take down[13].
  • Senator Miriam Defensor-Santiago also came up with accusation implicating former president Corazon Aquino and Senate President Franklin Drilon of a plan of taking down GMA[13].
Noli de Castro
  • Noli De Castro find impeachment as disloyalty to his job. He claims that as Vice President of the Philippines, his loyalty is to the government not to his self only as he said in an article by Manila Star[14].
  • While Mrs. Arroyo is consolidating her allies, Vice President Noli de Castro has come to her side, giving assurance that none of his supporters are part of the group seeking the President’s impeachment[14]. 
  • De Castro called on the public yesterday not to get worked up by talk about destabilization and Mrs. Arroyo’s ouster. None of these, he said, would do the country any good[14]. 
  • "As Vice President, I affirm my loyalty to our country and our people and pledge my allegiance to our Constitution and its duly constituted authorities."[14]
Pia Cayetano
  • Cayetano is pro on impeaching GMA[15].
  • Sen. Pia Cayetano said if an independent investigation would be conducted by the administration, it should include all high-profile cases dismissed in the past[15].
  • "If an independent investigation will be conducted, it should be done also for all dismissed cases particularly high-profile cases, like the busted operations of shabu laboratories in the country, arrest of aliens, etc."[15]
Ping Lacson
  • Lacson had clearly been part of pursuing impeachment on GMA as it has been said in an article from MANILA STAR as he joins a group to pursue impeachment against President Arroyo[14].
  • Eleven groups, two of which are closely identified with opposition Sen. Panfilo Lacson and former senator Gregorio Honasan, joined the citizens organizations in pushing for the impeachment of President Arroyo[14].
