Graft and Corruption in the Philippines Phase II: Identification of
Sectors Vulnerable to corruption
The Asia Foundation, in line with its efforts to promote mutually beneficial
state-society relations, provided support to the Social Weather Stations (SWS)
for a two-phase exploratory study on graft and corruption. The second phase
which this study focuses on identifies the sectors in which Filipinos perceive
that graft and corruption occur. This second phase also determines the extent
and intensity of such activities in said sectors. The module consist of 20 items
and implemented from September 25 - October 11, 1999.

Society
This working paper argues that one effective strategy for tackling corruption in
the Philippines is to more actively involve civil society groups in the
governance of the country. This paper examines how this approach is effective
for two major areas of corruption, election irregularities and the misuse of
public funds by elected officials.
