Organization

Membership

  1. Full membership may be granted to institutions, which are recognized legal degree-granting Catholic universities and colleges in their respective countries.
  2. Associate membership may be granted to:
    • Catholic universities and colleges that are not within the Southeast and East Asian region.
    • National associations of Catholic universities and colleges within the Southeast and East Asian region.
  3. The ex officio representatives of Catholic universities and colleges, who are full or associate members, will be their president. In the case of national associations, the ex officio representative will be the executive secretary or the person holding an equivalent position.
    The ex officio representatives may appoint someone from their universities and colleges or associations to represent their institutions and exercise their right to vote in elections or other actions where votes are taken by ASEACCU.
  4. Observer status may be granted to others wishing to attend the annual meetings of ASEACCU.

Rights and Duties of Members

Members, both full and associate, have the following rights and duties:

  1. To attend the annual meeting and the general assembly.
  2. To pay their annual dues in the amount to be determined by the general assembly.
  3. To participate actively in meetings and other activities of the association.
    • Full members have the right to vote in deliberations of the association.
    • Associate members and observers do not have voting rights.
  4. To remain members in good standing, they should not be absent from more than two consecutive annual meetings and general assemblies nor be remiss in paying their annual dues for more than two consecutive years.

New Members

  1. In addition to the above conditions, acceptance of a university or college to full membership requires the following conditions:
    • Nomination by two universities that are full members of ASEACCU in good standing.
    • Review and recommendation by the Advisory Committee.
    • Approval by two-thirds vote of the full members of the association present in a general assembly.
  2. Associate membership and observer status may be granted following the same conditions as above.

Structural Organization

  1. ASEACCU is governed by the general assembly
    • The members of the general assembly are those institutions that have full membership in ASEACCU and are ordinarily represented by the presidents of said institutions.
    • A president may delegate another from his/her institution to represent him/her at the general assembly.
    • The general assembly meets once a year at the time of the annual ASEACCU meeting. The annual meeting will ordinarily be held on the last weekend of August.
    • The general assembly at its annual meeting will:
      • Receive the report of the Executive Secretary on the finances and activities of the association.
      • Vote on the acceptance of new full and associate members and observers.
      • Elect officers and members of committees.
      • Decide on programs and activities of the association.
      • Decide on the theme or topic, the venue and host, and the dates of the next annual meeting.
  2. The chief administrative officer is the executive secretary.
    • The executive secretary is elected by the general assembly for a period of three years and can be re-elected for another term of three years.
    • The executive secretary has the following responsibilities:
      • Under the guidance of the general assembly and the steering and advisory committees, to work towards the implementation of the goals of the association.
      • To call for meetings of the steering and advisory committees. These committees are described below.
      • To maintain correspondence with the member institutions.
      • To carry out the decisions and recommendations made at the general assembly.
      • To present a report on the finances and activities of the association at the general assembly.
  3. A steering committee is responsible for the organization of the next annual meeting and general assembly.
    • The members of the steering committee are the following:
      • A chairperson, who is the president (s) of the university(ies) that will host the next annual meeting.
      • The president(s) of the university(ies) that hosted the previous annual meeting.
      • The executive secretary of the association.
    • The steering committee will meet several months prior to the annual meeting in order to prepare for it.
    • Extraordinary meetings of the steering committee may be called as the need arises and as determined by the participants at the general assembly or by the members of the steering committee.
  4. An advisory committee will serve as a consultative body looking to the future of the association.
    • Members of this committee will consist of one delegate from each country represented in the association.
    • The country delegates are to be nominated by the country's full member institutions represented during the general assembly from among the presidents of full member universities and colleges or their duly appointed representatives.
    • The general assembly shall elect the country delegates for a three-year term from among those nominated.
    • The advisory committee will ordinarily meet at the venue of the annual meeting and at a time convenient before the beginning of the annual meeting.
    • Extraordinary meetings of the advisory committee may be called by the executive secretary.

Appendix

  1. These by-laws were approved by a two thirds vote at the fourth general assembly meeting in Seoul, Korea from August 23 to 25, 1996 and took effect as of August 25, 1996.
  2. The fourth general assembly also determined the initial term of the Executive Secretary and the initial terms of the Advisory Committee. In subsequent elections, the provision for three-year terms will prevail.
  3. Amendments of these by-laws may be made as follows:
    • Proposals for amendments may be submitted by any full member and must be submitted to the Executive Secretary in sufficient time to be circulated with the official agenda of the next general assembly.
    • Approval of amendments is upon two-thirds vote of the official participants at a general assembly.
